Getting a new identity wouldn’t change her card status. It’s connected to her for the rest of her life and cannot be altered. She can’t say that she’s a new Mayvern who wasn’t previously tested, because that’s not how the Mayvern work. Every Mayvern is only tested once on their 15th birthday. Noreli isn’t 15 years old, so they wouldn’t retest her. Also, given how intelligent Mayverns seem to be, with Noreli claiming that they are the smartest race in the galaxy, it would be impossible to hide a Mayvern family from their government. Yes. Here is the actual dialogue from page 113:
“…if I ever did have children, it would prove that I falsified my documents. And if that happened, I would face potential execution. As much as I would like to have kids, I could never do that.”
Even if Noreli had kids as a woman, the fact remains that the Mayvern government would know that Noreli lied about getting sterilized. That is the reason why he can’t have kids. A new identity wouldn’t change that the fact that he’s not supposed to be able to conceive children.
That truly sucks for her.
Take a guess for Owens’ new name!
For me, I’m thinking Olivia.
One, Owens is her last name, not her first name. We’ve never heard Owens first name and her last name would not change because of this. Second, Olivia is already taken. That’s the name of the female version of Oliver from Godmother.

Also, having a name already being taken is kinda a moot point by now, with multiple instances of two (or even three) characters from different stories sharing the same first name.
If there are characters from different stories with the same first names, then those are minor instances. Those are characters from small-scale stories, like one-shots or miniseries. It’s different when you’re dealing with longer animations or, in this case, long comics, and a character has a name that’s been taken by someone from another longer series.
I can’t think of any instances where major or supporting characters from full animation series or a comic have the same first name as someone else from a full series or comic.
Oh, so you’re only counting those kinds of stories? Hmm, does Patrick/Patricia from Second Honeymoon and Cinder Isle count?
Personally though, I think it’s more of a popularity thing rather than a length thing. There are one-shots popular enough that a particular name would automatically be associated to them, such as Erica and Mary. I guess it really just depends on what the writer decides, really…
